I did this last year with my carrots and onions, so I wouldn't have to thin them. I'd seen the flour paste/newspaper method, but since I was making it to plant immediately, I just used two sheets of TP cut the length of the small plot - on one, a seed and a tiny dab of water to make it stic, and when I was finished, I covered it with the other one, which stuck to the water as well - then into the garden, covered with a light dusting of soil.
My backyard plot has a slight grade, and this helped keep everything where I wanted it during spring rains. Unfortunately, the garden didn't do too well last summer for other reasons, but the seed "tape" was a very useful tool that I might well use again.
