And the violations Penang got are rather more severe than at most restaurants, but you'd be surprised by how many restaurants get written up. Most, however, don't get shut down.
For example, at its last inspection in March, Phoenix (to choose one from the same neighborhood) got a number of violations but still passed:
Two critical violations: Employees not washing hands and improper utensil sanitization
Six minor violations, mostly related to cleanliness as well.
